The Federation of Indian Micro and Small & Medium Enterprises (FISME), serving as the secretariat of the forum ‘Friends of MSMEs in Parliament’ organized the “9th Samwad: A Dialogue with Friends of MSMEs in Parliament” in New Delhi on 31st July 2025 to review the emerging challenges faced by MSMEs. Discussions emphasized ensuring legislation incorporates an MSME perspective, leveraging parliamentary institutions such as Standing Committees for advocacy, and facilitating structured dialogue between the government and MSME leaders.

Key concerns raised included the SMA framework leading to premature closures, the struggle with BLR ratings, and the misuse of CIBIL reporting. Significant impacts from previous advocacy were noted, such as the doing away of BLR ratings in the Budget 2025-26 and the announcement of SIDBI opening branches in 48 clusters for direct lending. Emerging issues like the impact of Quality Control Orders (QCOs) on raw material prices and the need for greater consultation on the MSME Export Mission were also highlighted.
