On December 4, 2025, in New Delhi, the 10th Samwad was convened to facilitate a high-level dialogue between the Friends of MSMEs in Parliament and key industry stakeholders. The session highlighted the stark “Small Scale Sector, Large Scale Problems” narrative, noting that while the MSME universe has expanded to 7.2 crore registered units employing over 31 crore people, significant hurdles remain for survival and growth. During the proceedings, the FISME President presented a transformative set of Third Generation Reforms to the Hon’ble Finance Minister. These proposals focused on streamlining the MSME ecosystem through a single social security charge capped at 10%, expanding the Insolvency and Bankruptcy Code to include self-employed individuals, and reforming urban development frameworks to legalize home-based businesses. The dialogue underscored a collective commitment to reducing the “excessive compliance burden” and enhancing global competitiveness for India’s micro and small enterprises.
